The Developer Decides More Than The Brochure Does
In an off-plan market the developer is the product. Two towers can carry the same renders, the same amenity list and a near-identical price per square foot, then diverge completely on the thing that matters — whether the keys arrive on the date printed in the contract, and whether the finish matches what was sold. A developer with a decade of completed handovers behind them is a different proposition to a first-time entrant with one launch, even when the two units look the same on paper.
Delivery record is the first filter. After that come the terms: how the payment plan is split between construction and handover, whether a post-handover period is offered, what the service charge has historically settled at across their completed buildings, and how the developer handles snagging once you take possession. Those differences are worth more over a holding period than a small gap in headline price.

How To Compare Two Developers On The Same Unit
Line up the payment plans first. A plan weighted towards handover keeps more of your capital working elsewhere during construction, while a plan front-loaded during the build usually buys a lower headline price — neither is automatically better, it depends on whether your money has somewhere else to be for the next three years. Then check the escrow position: every off-plan sale in Dubai runs through a RERA-supervised escrow account with funds released against verified construction milestones, so ask which stage a project has actually reached rather than which stage it was launched at.
Finally, look at what each developer has already completed nearby. Handed-over buildings tell you what the finish, the common areas and the service charge really look like once the marketing suite has closed — information no brochure for an unbuilt tower can give you.
